The 9600 series was a steam locomotive type first produced in 1913 by the Ministry of Railways as the standard for mainline freight. More than 700 units were built, making it one of the most representative steam locomotive types of the Japanese National Railways. In March 1976 it handled shunting at Oiwake Station, the last regular steam locomotive operation for JNR, and became the final active steam locomotive of the JNR era excluding preserved examples.

- Faithfully reproduces the 9600 series with distinctive Hokkaido-type equipment, including newly manufactured shortened deflectors and large front handrails.
- Deflector-less appearance can be created by swapping with included parts.
- Accurately recreates the late 1960s look, without warning color paint on the front and rear of the tender.

- Air tank reproduced in its correct position near the front of the cab on the running board.

- Front headlight equipped with LP402 to recreate the appearance with auxiliary lights. Auxiliary lights can be replaced with the included base part to recreate the appearance without them.
- Headlights on the locomotive body and tender are illuminated; auxiliary lights are not illuminated.
- Motor with flywheel mounted inside the boiler section for smooth operation.
- Running board parts and ladders provided as separate plastic parts and pre-installed where applicable.
- Rear tender marker lights molded in place.
- Spoked wheels faithfully reproduced.
- Front coupler for double-heading operation included.
